Can't Download Apps from Safari after Updating to macOS Sonoma

I'm trying to download an app off safari for school; however, the download never appears or safari says it was stopped. If I try to reload nothing proceeds. I thought it was the specific website, but when I tried to download Google Chrome, it did not work either. I tried restarting my device and clearing my cache but nothing has solved this issue. I am using a MacBook Pro, M2.
