can I update my iPhone 5s? and use iOS16.7 to have my WhatsApp back. I really appreciate your help.

iPhone 5s can be updated only as far as iOS 12.5.7
No more updates after that since Apple classifies the 5s as obsolete.
If you want to run iOS 16, you need an iPhone 8 or higher model.
If you want to run iOS 17, you need an iPhone XR, XS or higher.
