On my iPhone 11 I used to be able to assign ring tones as text tones and vice versa, but with my new iPhone 14 I can’t get the ringtones to show up as an option for my text tones, nor my text tones to show up as options for my ringtones. Is there any way to be able to do this again?

It is a known issue after updating to iOS 17.
All you can do is -> send feedback to Apple, see -> Product Feedback - Apple
Have a spare 'old' iPhone here with iOS 15.7.9, and add ringtone to text tone etc. still works as always.
