Does Apple collect money from a credit card connected to an inactive Apple ID?

When I try to log in to my Apple ID, I get the message "This Apple ID is not active." Last week, I linked my credit card to my Apple ID and purchased an AppleTV+ subscription. Does Apple take money from my credit card when my Apple ID is not active? And how can I regain access to this account? I add that I have phone with Android system and this Apple ID was also created on this phone.
