Assuming that you have an iPad with a recent version of iPadOS, this can be easily achieved from the Safari sidebar.

With the Safari App open, if not already visible, expose the sidebar by tapping the blue Sidebar button at top left of the Safari App window. From the sidebar, tap Bookmarks; at bottom right of the sidebar, tap Edit.

You can re-order by dragging the "hamburger" icons up and down the list. Items can be deleted by tapping the associated red "-" icon. Individual items can be edited by tapping the associated ">" button. Folders can be added by tapping the blue New Folder button.
