How to add Apple as a reseller for DEP

We utilize Apple's DEP for our Verizon purchased devices. The come preconfigured to join our MDM (Maas360). IT works great. We are looking at purchasing some IPads directly from apple or another vendor without cellular connectivity, but still come preconfigured for our MDM. I'm curious where to start configuring this in DEP, Apple Business Manager or our MDM (Maas360).
