Only one App icon on my home screen has a wiggling minus sign (like when you want to relocate). I've tried turning them all on, then hit "done" and all the wiggling minus signs go away except this ONE... HELP!

Try a "forced" restart of your device using these instructions: Put it on charge for at least half an hour, then, keeping it plugged in, use these gestures:
In rapid sequence, press and quickly release the volume up button, press and quickly release the volume down button, then press and hold the side (power) button. Only when the Apple logo appears (it might take 10-20 seconds), release that button (ignore all other screens that might appear, the one with the "slider" to turn the device off included).

Thank you people for your responses! Your suggestions worked and the pesky minus sign on one app icon is gone!

Thanks… this worked for me.
Only my camera icon was wiggling with a little minus sign, but I was afraid I might accidentally trash it somehow. So I wanted to fix it. Proust-Giuilo’s solution worked!
