iOS Apple Music library does not sync.

Hello,

I just bought an Apple Music subscription. Unfortunately I can't complete the library sync. It takes forever to load and never completes (see picture). I can't see my library without it. Probably also due to a bug I am not able to turn on library sync in settings. I tried restarting the phone, updating the software, but nothing helped. What to do?
