So my mum put a parental control on apps and I downloaded an app it didn’t like so it deleted the app and the App Store and because of this I can’t update any of my apps and it’s becoming really inconvenient. What should I do?

You did not delete it. All you can do is remove it from the Home Screen. Go to the App Library by swiping all the way to the left and type "App Store" in the search field or swipe down and the app will be seen alphabetically.
The only other way the App Store will not be seen is if Screen Time restrictions were set to not allow installing apps. This setting is at Settings > Screen Time > Content & Privacy Restrictions > iTunes & App Store > Installing Apps.
So my dad went on my iPad and deleted this game called Roblox and he put this setting on so the App Store doesn’t come back and he un did that setting and now it’s not coming back and it comes back and then disappears and comes back it’s been since last night/yesterday and I can’t download my game Minecraft now…
My mom deleted this game called Roblox and now my App Store won’t come back because my mom deleted Roblox so come back like it’ll come back but then it will as soon as I try to press it it disappears and kicks me out

That is apparently exactly what your Mom wants to happen. She is in control of what you can and cannot do on your iPhone.
I have a similar situation. I have access limited on my phone so my parent has content restrictions for downloading apps. I wanted to update my apps so she allowed app downloads. The app store popped up in my home screen and then disappeared. Has been months since I have been able to download app updates.
I'm updated to the newest software, I don't have an old phone either.
one day I was about to go download an app on app store and then when I checked on my phone it wasn't there but I went to go look at my iPad and I was like maybe it's there, but it wasn't and I already tried searching library but nothing came up and every time I click on an ad from another game that I already had it just sent me to Safari, but I can't download anything on the Safari App Store and it's not working and because I don't know what to do I've literally tried everything and nothing works so please help

Not clear what you are trying to accomplish. Double clicking the side button is used to authorize purchases in the App Store or to bring up the Wallet app to make a purchase. Is it a problem with authorizing purchases in the App Store:

I can only assume you have not read any of the 3 pages here with users asking the same question over and over. The answer has also been provided many times. Report back what you have tried and what did not work.
so me and my cousin were just playing a game until my brother came in and said that we have to delete App Store because we did not do anything that he said so that is what we did so too all the kids out there please don’t do anything like that and please listen to your parents because you never know what could happen to you or them
