The only other step I would recommend is to do a Force Restart and try again. It will take a couple of attempts to get the key sequence and speed correct. The last step of holding the side button until the Apple Logo appears could take up to 20 seconds and you will want to ignore anything on the screen until the Apple Logo comes up.

It the problem continues and you are not experiencing any other issues connecting to the internet, then you will most likely need a computer to update iOS. If you do not have one, then you can take your phone to an Apple Store for assistance.
