Cannot find page, for uploading new ebook file

Every time I try to upload a new book, or a new edition, I cannot find the page.

And spend hours looking for it.

Even though I thought I had bookmarked it.

I can find this old page, but this no longer works.

Why does this page not have a link, to the new page?
