iCloud - apple books appears twice in settings on iphone Manage Account Storage

I have two listings for Apple Books on the list of Apps in Manage Account Storage for iCloud. One has 2.6 GB listed as amount of storage and the other is 11.5 KB. Neither says what it is for or which Apple ID is associated.

The Apple Books App does not appear on the iCloud settings web page when I log in with **@mac.com, however, I am logged into iCloud on my MacBook Pro computer and it shows my books library.


What is going on? Why can't I sync these books across my devices with iCloud??
