Notes folders are gone after updating my macOS to Sonoma 14.5 (23F79)

My notes folders are disappeared. I believe the notes files are still there but I don't remember all my notes by heart. They are gone on icloud.com too. After I noticed it I immediately disabled network on my iPad, checked Notes and the old folders were there but then I made the mistake of reconnecting to wifi, and it synced, and folders are gone there too. Is this for real?

I have found a couple posts about this but from different times, 1-2 years old. No real solution only that apple customer support couldn't help. Idk what to say.
