Is there a way to share Wi-Fi (not cellular data) from iPhone to a PC

Which appears to imply that when the iPhone is a connected and trusted device the computer may be able to use the phone to get data over any existing internet connection, be that Wi-Fi or cellular. That said I've not tested that exact scenario. Might be better to invest $20/£20 or so in a USB Wi-Fi adaptor.

See How to set up a Personal Hotspot on your iPhone or iPad - Apple Support. This would however mean using your phone's cellular data service to send and receive the data that the PC requests. Depending on your phone's data plan this can be prohibited, capped, or charged. You would need to check.

If not the hotspot from your iPhone, then where is this Wi-Fi supposed to come from? Is your iPhone connected to Wi-Fi? Why can’t your PC connect to the same Wi-Fi independently?

Android has usb-modem option. Does iPhone have it?

Yes it does do USB tethering for networking.

Then perhaps iPhone is not a solution for this network-less computer. 🤷‍♂️
