Missing notes files

I recently transferred 568 note files from my iPhone 6s to iCloud, which initially appeared successful as all 568 files were confirmed moved. However, while my iPhone was still connected to my MacBook Pro via USB , i signed in to my iCloud on my MacBook pro, only 397 files were visible in the Notes app. Strangely, my iPhone also showed only 397 files. Despite contacting Apple support multiple times, I haven't found a solution. I've checked the Recently Deleted folder and updated my phone to no avail. Unfortunately, my phone backup was made after the transfer, complicating recovery. These files are crucial to me. Any advice on recovering them would be greatly appreciated.
