iCloud has worked ok on my Mac freeing up space until recently. My Mac hard drive is almost full as the entire content of iCloud is no taking up space on my Mac.
I have gone through every file and removed any downloads. This has made no difference.
Please see attached photo. I have also tried the optimise storage both on and off.
Any help would be very much appreciated.

Your iCloud data will attempt to download and sync everything to your device. Enabling optimize storage may help to free space as needed on your Mac.
My suggestion is backup your data to a external SSD or HD and not use iCloud if you don't need to share data between devices. If what you backup isn't needed for any ongoing projects or what ever delete it from internal SSD so you can free up space.
All Icloud's data is on hard drive
