Could is only a synchronization service and cannot store files that are not also stored on my hard drive? That's truly disappointing.

iCloud is a synchronization service. You can enable optimization to offload files but only when space is needed on your Mac.
so there's no way of storing files on Icloud without having them on my hard drive?
