My iCloud Drive is empty, but Apple keeps telling me it's full

I have deleted everything from my iCloud Drive at iCloud.com. But my Apple devices tell me that I have 96 GB stored in my 50 GB account.


This whole problem started when I synced my Documents folder to iCloud, then turned that feature off.


Since then, I have deleted the files in the "Recently Deleted" folder. It's empty. But Apple keeps telling me that my iCloud storage is full. The Downloads, Documents, and Desktop folders are empty — as are Keynote, Pages.


I don't want to upgrade to more space. What can I do here? Thanks.
