i deleted videos but i was still able to watch them on icloud

Good morning

I need help with a problem and would appreciate your assistance. I am an Apple user with an iPhone, a MacBook, and the 200 GB iCloud service.

My situation is as follows:

I have iCloud active, synchronizing all the photos I take with my iPhone to my MacBook, where I have the Photos app set to optimization mode, not downloading originals.

Recently, I ran out of space within the 200 GB of iCloud, and my iPhone did not allow me to use WhatsApp. To address this, I did the following:

I created a copy of the Photo Library on my MacBook by creating a new, empty Photo Library (let's call it Photo Library 2). The current library (Photo Library 1) was left with all the photos pre-loaded from iCloud, with optimization mode activated, so I did not have download originals activated.

At another time, I had problems with the Photos application on the MacBook, and I don't know remember exactly but I created a new Photos Library (let's call it Photo Library 0). This old Photo Library 0 took up 150 gigabytes, so I thought that somehow, when I made a copy or a new Photo Library, all photos were downloaded.

Since I needed space urgently, I deleted several photos and videos from iCloud and emptied the trash to free up space. Otherwise, iCloud consumption would not drop.

Later, I decided to use Photo Library 1 as a backup for all my iCloud photos. (because it thought that's how it worked when creating a new photo library). I planned to activate the new Photo Library (Photo Library 2) to use as the system Photos Library. When I tried to activate it, I was warned that all the photos not downloaded to the computer would be deleted from Photo Library 1. This alarmed me, so I checked Photo Library 1 and confirmed that the photos and videos I had deleted from iCloud were still there. Most of what I had deleted were old concert photos and videos that took up a lot of space.

Thinking everything was fine, I tried deactivating synchronization to stop it from syncing with the deleted version of my iCloud. Although Photo Library 1 File said it occupied 4 GB, I thought it was bugged or something because how could I still see the old and deleted photos and videos on demand, loading them from start to finish if I had them deleted from the cloud? It gave some kind of error and started downloading the entire Photo Library 1, which I thought was fine. I thought it was looking for the deepest corner of iCloud where my photos were still on my MacBook or the cloud, or I don't know where. However, it switched to downloading originals and started synchronization.

At the bottom of the Photos application, it showed "synchronizing with iCloud," and I assumed it was retrieving the photos I had deleted from my iPhone. But what happened instead baffled me: the current state of my iCloud started synchronizing with the outdated state of the cloud on the computer within Photo Library 1. As a result, all the videos I had deleted were permanently removed.

I am seeking help because the photos I deleted from the recently deleted folder are not recoverable from iCloud on my PC. I am unsure what to do to recover those photos and videos. Is it possible to contact Apple to restore photos and videos deleted in the last, let's say, 3-5 days? Unfortunately, I have not made any Time Machine backups on my MacBook, as some online suggestions recommend.

P.S. There is something I still don't understand. With synchronization disabled, how could I access the photos and videos that I had deleted from iCloud on my iPhone, but they were still accessible from Photo Library 1?

MacBook Pro 14″, macOS 14.5
