Some notes no longer sharing from iCloud to Macbook

While switching from a loaner 2020 M1 13" Mbk Air to a 13" 2020 Mbk Pro with both running OS 14.5 Notes ONLY loaded any shared notes from iCloud and none of my unshared notes are showing.

To see if it was an issue with the new computer I disconnected notes on my Mbk Air which was showing evertyhing and the same thing happened.

All notes are showing in iCloud online / in browser, they're just not loading to the desktop Notes app, and yes they're in the "All iCloud" folder not "on my mac" folder in Notes.

I've tried restarting, disconnecting notes, etc and checked both in iCloud online and in icloud settings on both laptops that notes is selected but missing notes files are still not loading. TIA
