How to turn on iCloud Music Library on my MacBook Air?

I am setting up the Cloud Music Library for the first time. Everything seemed to be going well, but it is has now been saying Updating Cloud Music Library with a small circle going around for about 18 hours. I only have about a thousand songs in my library and many were already in Apple's cloud because they were purchased from the iTunes Store. Is this normal?
