I am unable to sync iCloud Drive with my MacBook Air running 10.12.6

I have an older MacBook Air running macOS 10.12.6. This should be compatible with iCloud Drive but I recently noticed files are not downloading to the MacBook and upload is hanging up at a specific point. Very strange. Synching is fine with iphone and iPad but tedious emailing all files to myself. About 37GB involved and there is plenty of ICloud (2TB) and flash storage available.
