iPad notes app can not color

I write out very detailed notes for my classes and would love illustrate my notes by drawing lines and highlighting important sections but the pen function doesn’t work. Not the apple pen but just with my finger. I can draw below my notes in like a separate section but not anywhere near my notes. Is there anyway to fix it? I’ve looked everywhere. My Samsung lets me do it and i figured it out in 5 seconds.
