How can I customise voiceover and voice control settings on Sonoma?

After updating it appeared that Sonoma automatically launched voiceover, indicated by numbers next to menu items. I found out that this also shows up with voice control. So if voiceover under system settings>Accessibility is not selected check out voice control under the accessibility setting under the motor heading. Turning it off will remove the numbers.

It's crazy but I couldn't reply to this instead I had to ask another question.
