iCloud+ isn't something you put on your computer. It's a service you subscribe to.
What happens when you go to this webpage and click on "Upgrade"?
If you are looking at iCloud as a backup solution, it isn't, is a synchronization service. If you are looking for a backup solution then I suggest you look at GoogleDrive, OneDrive or Mega.
If you are still look at iCloud then go to Apple menu > System Settings, then click [your name] at the top of the sidebar.
