Persistent "Approve DeviceName to use your iCloud account" message

I was moving files from an old 2012 Mac Mini to a new Mac Mini (Sonoma 14.4 23E214) using portable USB-based harddrive. This message keeps popping up on the new computer even though I keep declining and the old computer is signed out of icloud and turned off.


How does one make this stop? I no longer have access to the old computer.
