Does iCloud+ offer an option to keep files permanently offline?

I currently have both 2TB Dropbox and 2TB iCloud+ subscriptions. I recently changed my computer and was disappointed that Dropbox no longer keeps my files by default locally on my computer. It has become impossible to download the files and keep them offline. I need this functinality because I often need to search my files, including the text inside files, and I need to browse pictures that doesn't work smoothly when the files are on the cloud.


Hence, I feel Dropbox has lost its edge over iCloud and I frankly no longer need it. Thus, I wanted to know if iCloud+ offers the option of keeping my files permanently available offline so I could easily use Spotlight to search the files and their content + browse pictures fast?


Is it worth settling with iCloud+ only or should I look for a third alternative cloud app?
