Should Shuffle work in Finder?

I want to put music on a 4th generation iPod shuffle. The Apple Store told me this should work in Finder, and theoretically it has. I can see the iPod and put songs on it (that appear to be there) but they don't play. I've tried this with two iPods. One of them said I needed to use iTunes to put songs on, the other it just didn't even copy the new songs or erase the old ones (which I managed to do in finder).
