How do I get my desktop and documents back on my computer instead of in iCloud Drive?

I needed more storage for my photos and videos so I went with the 200gig plan. Now some of my desktop files and folders have a download icon next to them and I have to download them. I did not knowingly ask for that to happen. If it happened because I synced my Mac to have my photos available then the system should have asked me if I wanted my desktop and documents only available by downloading them from iCloud. If I turn this off in iCloud Drive setting everything disappears. They do show up again if I enable the feature again. How do I return everything to my Mac? Do I have to download every file and folder that's on my desktop?
