Using an Older iMac a Display on a M2 Mac:
No. Target Display Mode is not an option for Silicon Macs. Go Here to see the options: Use your iMac as a Display with Target Display Mode - Apple Support
Nope, the M2 Mac mini does not support using the 2013 iMac as a display in Target Display Mode.

You can however use most any aftermarket external displays with the M2 Mac mini.
