Some, but not all, playlist do not download to iPhone

Some, but not all, playlist will download to my iPhone (12), but all playlists will download to my iPad Air (M2 Chip) It seems that if a playlist is edited by adding or removing a song, then the playlists will download to the iPhone. Both are being synced from the same MacBook Air (M1 Chip) and as far as I can tell, both the iPhone and iPad have the same sync settings. At some point the the past, all playlists did download to the iPhone. (Unfortunately, I cannot point to a single date or event when playlists stopped downloading). Any ideas?
