Some iCloud Data Isn't Syncing, OS Sonoma (STILL)

I've seen much older posts about this and CANNOT believe this is still a thing. I thought I'd waited long enough to give Sonoma a try on my MacBook Pro, but I was incorrect. I'm now running 14.6.1 and I get this "Some iCloud Data Isn't Syncing" message.


When I click "Resume Data Sync" it doesn't recognize any of the passcodes for any of the devices it offers me to use for logging in. (And it seems to be asking for passcodes to devices with names that aren't even mine, like "the iPhone called 'iPhone'" which isn't what my device is called. (I just re-verified my devices and their names via icloud.com). Then it just tells me I've run out of tries for logging in. WTF
