I e followed the sync and search and download instructions but I still have only the cover page, despite it being in downloads in Books. It is labelled as “new”

I bought a book and it was saved on my old iPad. It’s listed as downloaded on “Books” , but I only have 1 page. I’ve tried a few suggestions but no luck. Help please ?!
