I've been trying to figure out for over a month why my iCloud Photos will not sync on any device. I have tried many things and spent several hours with screen sharing support to no avail. I thought perhaps it was my router and replaced it with a Xfinity Xfinity Gateway with lesser security than I had before. Oddly when I go to https://www.icloud.com/photos/ it says to turn on my iCloud Photos when it already is. I see this in the Safari Tech Preview console suggesting a missing zone that I don't know how to fix. I'm also a programmer and handy with the Console app and see hundreds of error that it finds photos stuck somewhere in iCloud and can't resolve them. I have changed Apple ID twice thinking it was to blame but I don't think that matters. What was odd was I saw references to my now new again ID 'fl******@yahoo.com' in the Console app when my ID was changed to m********@gmail.com . I cleared my local photo caches and that didn't do anything. I really think there's server-side cache maybe that needs flushing? Perhaps this error helps. The only time I saw sync work was when I made a new Apple ID and connected via my cell phone hotspot. The sync doesn't work in Safe mode too.

Thanks for any advice. Michael.

If there's an Apple engineer who can help me decipher this I would really appreciate it. Thanks.

First, I have no idea what you're talking about, so don't expect too much, here.

I'm not surprised that it doesn't sync in Safe Mode, since that eliminates lots of background operations. Sometimes just messing around in Safe Mode and going back fixes things, though, so it's good to try.

Is your Photos Library in the Pictures folder, or are you using external storage of some sort. There are heavy restrictions on keeping a Photos Library on external storage. You can't operate a Library from a networked drive, for instance.

Have you tried creating a new, empty Library, making it the System Library, and connecting it to iCloud Photos? Does the new Library sync?

Have you tried creating another user account to see what happens, there? It would be good to eliminate the account as the problem.

Have you tried rebuilding your Library?

Just some things to try, if you haven't already. The answer might be useful to someone who knows more...
