Reverse iCloud's mess of synchronising an older version of passwords instead of the latest one?

I spend many, many hours cleaning my password / icloud section in settings om a Mini. Delete unecessary accounts on various websites, changed all passwords on relevant websites with passwords generated by "Passwords". "Passwords" was activated in iCloud.

Days later I now turn on my MBP. Wanting to connect to a website I seek to get the password from the password app. Not only did all my changes on my Mini didn't synchronize, but ALL the stuff i had deleted and changed on the Mini seems to have reverted to "MBP status".

How can i re-reverse that? And make sure it never happens again? Isn't the point of syncing that the last version always overwrites older ones?

This kind of issue, requiring extremely strenuous work to fix, happened earlier with gargantuan, nonsensical iMessage storage use.
