iCloud Drive is re-uploading everything

I have a Mac air. It has recently started downloading everything from the cloud back into my computer. It takes forever and inhibits me from opening some of the files. Fortunately, I have an M1 desktop which is working fine and doesn't suffer the same problem as my Mac air. Please help.

Thank you.

I'm not sure what you mean. iCloud Drive is just the name of a folder on your Mac. Files are copied from there to iCloud.com. But files are not really downloaded from iCloud, because they're already there. Only files that have changed get renewed. How do you know they are "downloading ... from the cloud back into my computer?" What do you actually see?

In System Settings>Apple ID>iCloud, do you have "Optimize Mac Storage" turned on?

How much of your is used and how much is available?
