What's wrong the Apple publishing portal?

I have a published novel I'd like to put up on Apple Books, but every time I attempt to access the portal I keep getting the runaround. It tells me I need a valid payment option. I have THREE. I log in, choose "publish new book", and am taken back to the login screen and have to start all over.

I've tried this on both Firefox and Safari browsers, turned off ad and popup blockers on both, and still it won't allow me to access the site. So is there some other way to access the publishing portal that isn't through a browser because I'm getting a bit fed up with it.
