In addition to what Phil has told you, I believe that an iPad running iPadOS 17 needs iTunes 12.12.10.1 as a minimum, but the most recent version of iTunes that will work on a Windows 7 machine is the earlier 12.10.11.2.

To move music from your Android to your iPad Air, use a cloud service like Google Drive or Dropbox. Just upload your music from your Android to the cloud, then download it onto your iPad Air using the same app.

You cannot.

Music can only be synced to an iPad from iTunes on a computer.

Note, that this will only work if you don't want to have the music files stored in the default Music App. There is no way to download music to the default Apple Music app from external sources.

If they use a third party app such as VLC or just use the app for the chosen service, it may work. But there will be no management or playlists or album art anything like that. Just a folder of music files.
