You're using Ventura, right?

Pictures of whatever format, jpg, jpeg (the same,) TIFF, png, etc, are not a problem on my iCloud Drive. I can select a picture and hit space to see it with QuickLook or I can double click it to open in my favorite viewer or I can drag it to raw Preview app to open there. What methods have you tried?

If you drag the picture file from your iCloud Drive folder to the Pictures folder, what do you get?

Do you have "Optimize Storage" turned on in Settings>Apple ID>iCloud>iCloud Drive? (I don't remember exactly where it is in Ventura, but this is about right, I think.)

If you don't have "Optimize" checked, then iCloud Drive is just a folder on your Mac like any other folder. Optimize may save space on your internal drive by removing some files until you need them, and then there will be a short delay while it downloads. If you're not connected to the internet, then you may not get the file.

Any of this help?
