There is no "solution" because there is no problem. Your Mac is functioning as designed.

Finder was running for 18 hours 32 minutes. It looks like you started the computer around 00:30 and shut down the phone around 20:10, a total time of about 18 hours 40 minutes (given the limited precision of the display). Thus, Finder was running as long as the Mac was powered on. So what is your question?

I'm not sure where my comment went (or if I made a mistake in posting it). There is clearly an issue where the Finder "appears" to be running when shut down. In App and Website activity, the time for the 24 hour span of the day, not "the previous 24 hours". I have a terminal window showing that the system was up only for a few minutes. Whatever this is isn't clearly functioning as intended if it's skewing usage data.

fully OFF, you need to login again with 2FA to restart.

This may include Log Out from an Admin user too.

Other options without having newest MacOS vary.

Of course may not hurt to start/test in Safe mode.

If you have shutdown the computer, nothing is running.

Finder is the underlying process that runs the computer. Its the file manager and and desktop process, manages connections etc... It does a lot of stuff and will always be running.

If you shut down Finder, everything on your desktop goes away until it starts again and will do so automatically.

Hey, I also have been facing the same issue. I too have the Macbook Pro M3 Pro, and this has happened after the update to Sequoia. I tried what @D.I. Johnson said, booting into safe mode. I did this yesterday night but there is no change, and for @Lawrence Finch I shutdown my mac most of the times.

To tack onto this, it's happening to me as well. I turned my Macbook off last night and turned it on in the morning but Finder shows a time of 7 hours active, when it was shut down and unplugged. So the question is valid. Does the issue matter? I don't know but it's bloody annoying. At the least I'm worried that the Mac isn't shutting down fully.
