No.
If you are referring to the Table Outline selector on the Table panel, then it does not offer a double-line option for the border around the table. This feature lack extends to the Cell panel where one can click the Border outline and no double-line treatment is available there either.

From the Pages application menu, Provide Pages Feedback and make it a feature request for double-line for table cells. This feedback goes directly to the Pages product team who likely not respond, but they might via email. No Apple employees participate in these fellow user-supported public communities.
In the interim, you could set the background color of the financial total cell to green or another color other than red that signifies a total cell.
