Hi, I purchased 2tb i cloud subscription and the payment has been deducted, but It says the purchase was not complete and asking me to try purchasing again.

I would back your data up to a external SSD and then if you really want you can back it up to iCloud. What you back up to iCloud still remains on your MacBook
