Hi Apple,
With 16.7.10, my safari couldn't open the pages (30-40%) I typed. Without changing any setting prior to the update, I did follow the administrator advice from one of the official websites, problem remained unchanged.
Until today, Opera and Chrome work flawlessly with 16.7.10.
Please advise if the experimental feature under Safari matters??

If Safari doesn't open a page or work as expected on your Mac
Exhaust all those steps, even if they seem to be trivial or obvious. That's the only way to track down the potential causes. The usual suspects are non-Apple "anti-virus" junk, commercial VPNs, that sort of thing.
If you suspect it's relevant, you can reset experimental features to defaults.
Apple isn't here. To contact Apple, you need to Contact Apple.
Didn't know you were using an iPhone. Try disconnecting its Wi-Fi and determine if the problems persist using cellular data.
From the Support document above, "If you're using an iPhone or iPad, learn about solutions for Safari on iPhone and iPad." Constraining its connection to cellular data is its first suggestion toward resolving the problem.
I'm confused because iOS should be version 18 along with a commensurate Safari version. iOS 16.7.1 is quite old, about two years old, so something is very wrong. Are you unable to update your iPhone? What model is it?

99.9% I have been using cellular data for my daily usage on iPhone.
It's my first time to experience such issue after upgrading the iOS to 16.7.1 on its debut.

My understanding iOS 18 isn't available for my iPhone X (latest iOS 16.7.10). With it I still can't surf many websites.
