Freeing up space in icloud drive

I turned off documents & desktop so that i can transfer them to my local drive and free up space in my icloud drive. Does it mean that after i move the files to a local folder i can delete these files from the icloud drive folder in order to free up space?

Also I cant transfer/copy the files to my local drive because i dont have enough storage, so am i able to copy them then delete them before i put them in local drive because or else i cant put them in the local drive.

MacBook Pro 13″, macOS 13.6
