How to STOP the incessant 'Some iCloud Data Isn't Syncing' Top Right Screen Pop-up

I bought my MacBook to use for HQ professional editing purposes, as well as for many of its other unique and quality attributes I thought that once you buy a laptop, it is yours. However, I (we) are being forced to accept 'terms of use' for things we might not or will not use. I DO NOT want iCloud! I turned off all things relating to iCloud, so that my personal files, photos, etc, are only on my device(s).

Nonetheless, I keep getting endless 'notifications' regarding iCloud, at the top right side of my screen, despite having turned off notifications for everything. My screen can be in full screen mode, or I can be editing a video at a crucial part of a sequence, and this pop-up pops up!

Today I reached out to Apple Chat, and was told to just 'accept the terms', for something I am not using nor plan to use. I asked the Apple rep to just tell me how to 'stop this pop-up', but I kept getting the runaround! endlessly being asked to provide this and that, only to be told to just accept the terms. This is not the solution! There must be a way for Apple to let me know how to stop this pop-up.

Does anyone here know how to stop these pop-ups or whatever they're called, from happening?

Thank You!
