I am unable to Markup short video clips in my Photos app Library after updating to macOS Sequoia

Last week, prior to updating to Sequoia on a mac mini and my iphone, I was able to Mark up the short video clips filed in my my photo app library and stored in icloud plus. It is still possible to mark up still photos in the photos app but markup on a video file is grayed out. If anybody has a fix for this please advise. I do not want to have to put every video in another app just for markup.
