Trying to gain access to my icloud account

I have been trying to gain access to my icloud account but it seems impossible. I have tried both on my phone and on a web browser. When I try on my phone, it will not let me any further than confirming my payment method. When I go to enter my expiry date, it is frozen on October 2024.

When I try to do this on the web, I cannot get any further than this page. When I click more options nothing happens.
