Safari preferred sync

Hi,

I am not sure it is a problem because for what I know it was always this way. If I add a preferred or manage my preferred list on my Mac #1, my Mac #2 doesn't sync (idem for #3 and #4). But if I go on Mac #2 and create a new preferred item, immediately it performs a complete sync as it should, also for all the other "suspended" items.

Is there a way to make sync to happen automatically without this trick?

Obviously iCloud sync for Safari is turned on, and all the other iCloud functions work perfectly (drive, photo etc.) BTW: I use very intensively iCloud Drive and in the latest years it is beginning to become almost stable.
