iCloud on PC keeps asking for login

I enter my password, get the notification on my phone then enter the resulting 6 digit code only to have the process start all over again. Is this because Apple doesn't care enough about their PC using customers to make software that works reliably on a PC? While it appears like I _AM_ logged in, it keep popping up the prompt to sign in. SUPER frustrating
