iPod touch won’t sync or charge properly

My iPod Touch 3rd Generation (2009) has always worked fine, but lately when I plug it into the charger, it doesn’t work properly. When I plug it into the charger, the iPod does not register it is charging, but will slowly gain battery life. When I connect it to the computer to sync it, it does not register being connected on either the iPod or computer. Is this a problem with the 30-pin connector or something else?
